J. Christopher Payne

President & CEO

J. Christopher Payne brings more than three decades of construction leadership to MIRC Construction Services. Since entering the industry in 1994, Chris has developed broad experience across project management, construction operations, business leadership, client relations, and executive oversight.

As President, CEO, and Owner of MIRC, Chris provides overall direction for the company and maintains responsibility for its contractual commitments and obligations. He remains directly available to clients and project teams for partnering, strategic review, issue resolution, and the decisions required to keep projects moving forward.

Chris has led and contributed to more than $350 million in completed construction, including healthcare, commercial, industrial, government, military, retail, parking, residential, mixed-use, and educational facilities. His experience across diverse markets gives him a practical understanding of the different operational, financial, and logistical demands each project presents.

His leadership is defined by personal involvement. Chris works closely with owners, architects, subcontractors, and MIRC’s management team to establish clear expectations, address challenges early, and maintain accountability throughout construction. When a project requires it, he also remains actively involved in day-to-day project management.

Chris earned a Bachelor of Science degree from Marshall University and is a member of the American Society for Health Care Engineering. His education and extensive construction-management experience support a leadership approach centered on sound planning, collaboration, responsible decision-making, and successful project delivery.
